Yes it should. You may note that Gingko Biloba is also an ingredient in many of the penis enlargement pills out there.
It promotes blood flow to capillaries, fingers, toes, brain, penis, what have you. Vitamin E can do this also, be careful with Vitamin E as you can overdose.
