The only things I can think of is Surgery or tying a rubber band round a load of excess skin at the bottom.

I’ve got low hangers too. Every woman I have been with has commented. In collge my nickname was BB (bull balls). Mine hang about 3.5-4 (my flaccid penis length length lol) most of the day.however, they completely contract at certain times of the day for no reason really. Girlfriend loves em.it also feels so much better to have them played with when they hang.
