The way I see it, NBP or BP, it matters to you alone and it is a way to see your progress. But if you are 7 BP x 6, and a girl asks you how big are you, I think 7 x 6 would be a legitimate answer.

If you had a 7” BPEL and 5.9”EG would you consider it a 7 by 6 inch dick(I know I still need 1/10th of girth but confident I can get it)? Or would you only consider it if you had NBPEL? I know it doesn’t matter either way but it helps mentally.
There isn’t a clear cut answer.
It depends.
First, one should measure on top, not all guys do though (some measure on the side which tends to add length). If you are measuring on top then as a PEer you can say 7 since bpel is the more preferred way to chart progress. If you go by a chart to see where you rank it will need to be a bpel chart such as the one at Thunders and any doctor studies that were bp (doctor studies tend to be nbp though). If you go by what your partner sees your size as then you won’t be able to truthfully tell them 7 (although some might not know the difference so you can if want to and then hope they won’t realise or don’t use their hands as a measuring gauge). If you are going by what you can insert/use then, even though the fatpad can be compressed somewhat, 7 isn’t really the full amount you will be using and the more fatpad one has the more so a difference it will make. If you tell someone 7 then I think technically you are telling the truth since that really is your actual penis length, fatpad or not. Whether or not you feel that it is the truth is up to you. Bpel I belong to the 7” (7.5) club, but nbp I’m in the 6” (6.25) club. I’ve told a few I’m 7.5” but I didn’t feel like I was being 100% honest even though what I said wasn’t incorrect.
If someone asks you how big your dick is, just tell them; “I don’t know. It’s a pretty good size. You can measure it if you really need to know.”
No one in ‘real life’ has ever asked me my dick size, and I cannot imagine anyone ever will.

I’ve never had one ask my shoe size, but I’ve seen some look at my shoes (they tend to wait until they can get a side view of a shoe and I could tell they were sizing my shoe up). I’m pretty observant and it doesn’t seem to me that a lot of women do the shoe size thing though. I see many more looking for a bulge size (though most women don’t look) than I see looking at shoe size.
Apparently more women put some stock in flaccid size as an indication than they do shoe size (and from the study of charts on flaccid to erect and shoe size to erect their instincts are correct - shoe size is not as strong an indicator though it correlates some.).

There appears to be some truth to it, as the 12” and bigger shoe sizes in the shoe size vs penis size study here at Thunders indicates. It hasn’t been updated in a couple of years and more have posted their measurements since then so if no one updates before long I will probably do so.

Also, it somewhat depends on how deep you can push in as far as ‘usable dick’ is concerned. If you know how to really squeeze your ass and make it push forward in the right way, you can have the public bone slapping hers, which means you’re probably using all but maybe 1/8”. Either way, it’s probably all relative to them and their past partners and what they said. Assuming most guys lie about this, don’t be afraid to at least use bp. The only other way would be if she had a dildo, knew it’s exact measurement, and knew what it felt like to take it all, which is assuming quite a lot.
