Is a fully stretched forward penis in flaccid state is the same length as in erect state?
I ask that because my penis in flaccid and stretched is more then 7 inches, but only about 6.3 when erect.

Yes, your flaccid stretched length is nearly always more than your erect length, in some cases by a great deal. At times mine has been over an inch longer, and I’m sure others have had similar measurements.
