The difference would be the amount of constriction applied. Typically a cock ring used for establishing or enhancing an erection will be much more constricting than a cock ring used on a flaccid penis. In the flaccid case the use of the c ring is primarily to either minimize turtling or to plump it up some.
In any situation, particularly while using a c ring for erection enhancement, the user needs to monitor their penis for numbness, cold glans and extreme darkening. Some darkening (darker red or purplish) is expected but too much is a danger sign. One needs to experiment to understand what is acceptable darkening for them and what is too much.
