Can my penis be 10-20% erect while stretching? Can it be 40% erect while jelqing?

My dick is 10-30% erect a lot of time in the day so even if I masturbate before stretching it is still 10-20% erect.

Is that o.k? But yet it’s hard for me keeping my dick more than 40% erect while jelqing and at all. Is that fine?

Erection has to do with hormones and nervous system. Either or is out of whack and you will have problems. Temporary though

Yes and yes. I would not stretch at anything higher, but I frequently Jelq at levels lower than that.
