You just have to make your best judgement. But if you want to jelq for girth, you want to be close to an erection, but still very flexible so you can feel the internal pressure increase on every jelq stroke. It’s the internal pressure increase that gives you the expansion you need for girth increases. When jelqing for length you need less fullness because you are emphasizing stretching with every jelq stroke.
