You are average, not small. And if you want to, yes, you can make it bigger.
Definitely start with the newbie routine. Take it easy in the beginning until you get familiar with the way your penis responds to the stress you put it in.
Use lots of heat before and during workouts. I think it’s best and easiest to just do your PE in a nice hot shower.
I would not recommend an extender, or any other form of exercises that involves devices until you have significant experience with all the manual exercises. And the manual exercises work, and they’re free, and you can do them anywhere without equipment (other than some lube for some of them).
