Jelqing for 3 years, almost no progress

My first post here, but I have been practising PE for 3 years now. I would like to ask for some advice, because my progress has been incredibly slow, if any at all. I’ll start from the beginning.
I started stretching and jelqing exercises 3 years ago, when I was 26. My height is 188cm, weight 80kg, fairly athletic, no belly fat (that hasn’t changed in 3 years). My starting size was about 4cm flaccid, 13.5 cm erect (bone pressed), 13cm circumference. I practiced 5 days a week, with a few week-long breaks every few months or so. No porn, masturbating 2 times a week, never within 5 hours of jelqing. My routine is:
1. Warm up with hot towel for 10-15 minutes;
2. Wide “helicopter” stretch 10 times clockwise, 10 times counterclockwise;
3. Stretch left for 30 kegel contractions;
4. Helicopter stretch again, then right stretch with 30 contractions, helicopters, down stretch, helicopters, up stretch.
5. Hot towel again for 5 minutes;
6. V-jelq, 30 times.
7. Ok-grip jelq, 50 times.
8. Repeat steps 6 and 7 two more times (240 jelqs in total).
9. Warm down with hot towel again, 10-15 minutes.
Some important points. I am not circumcised. I do dry jelqing. I tried wet (with lube), but it didn’t work. I can’t force enough blood to even make glans expand, and the whole thing is very painful. Dry jelqs work much better for me. I jelq at around 60-70% erect - enough to feel strong pressure, but not painful yet. I often get dark spots on the glans, and swollen, collar-like foreskin after jelqing, but never had any traumas.
After the routine, penis is definitely swollen and much bigger than usual (+ 0.5 cm length, +1 cm circumference, and and VERY sore), but it doesn’t stay that way for long. For an hour or so after the routine, I can’t get fully hard, at least not without a cock ring. And once I recover enough to get hard, I am more or less back to my usual size.
Now, I kept to this routine like mad for these 3 years. But even after so much time, I barely reached 15 cm length (bone-pressed), and my circumference is still the same.
Thing is, my penis shape is very unfortunate. The base is thick, but the core rapidly tapers down very thin at the tip. After jelqing, my glans can expand so much that I can barely wrap my fingers around, but I can only achieve that with a cock ring or in sex positions where I’m on top.
This really puzzles me. My core circumference, even when I’m rock hard, is very thin and not enjoyable (3 out of 4 girls I’ve been with said it’s lacking). With cock ring, especially after jelqing, the soft tissues (glans, skin) become really swollen and I get a massive circumference improvement, a baseball-bat shape.. But it’s only temporary, and I hate having to rely on a cock ring.
Therefore it seems to me that jelqing didn’t increase my core length or circumference, only the maximum expansion of the soft tissues, which I can only get inflated with a cock ring.
TL-DR - jelqing hard for 3 years, almost no progress, penis tapers to thin at the top, glans won’t stay hard without cock ring.
Any advice? Is my routine wrong? It seems already very taxing to me, my penis could barely take any more jelqing in each session. Have I totally wasted these 3 years?
