First thing: I figure you should do a proper (!) warmup, no matter what you are up to.. If you already do this and just didn’t tell us here, nevermind my mindless blabbering :)
About the real topic:
As I see it the order of jelqing/stretching is not really important.
But I figure it’s healthier to your penis’ tissue (and unhealthier to your ligs ;) ) if you do at least a little Jelq’ing after doing the manual stretches (which press the blood out of the penis’ tissue).
So jelq’ing should IMO be done after manual stretching and if it’s just to make sure the partially “injured” tissue (CC, CS, skin, ligs, etc.) does get its fair share of fresh blood.
Of course, if your ligs are (even slightly) damaged to begin with you shouldn’t do any manual stretches (and if damaged somewhat more than slightly no jelq’ing or bloating either).
Just my 2 cents.. See if you understand my reasoning.. If not, tell me why :)
