I’ve just started on the Newbie Routine, and had some questions to make sure I’m doing things the right way:
Great decision!

Since pain is one of the negative PI’s, am I overdoing it, or is soreness a normal thing, much like any other form of workout (especially when first starting out)?
Soreness happens.
How are some of your other PI’s, such as flaccid hang, morning erections,EQ, etc?
You should feel good through your workouts. If you pick up your penis and it doesn’t feel up to it because it’s a bit tight or sensitive, then stop.
This is a big indicator that you need to recover.

If I am understanding the question correctly, they are the same.

There is room for variability here and it’s hard not to push the ruler in as hard as you can.
No worries, do it.
You might get an extra 0.125”.
Just always push the same because you know when you are cheating yourself.
You are looking for real gains, keep the method consistent.

Any heat is good, too hot is too hot. If it is uncomfortable, it’s too hot. Wet or moist methods such as showers or wash clothes are excellent. If time and/or privacy don’t permit then try something dry, such as heating blankets, lamps, hot air heaters, etc.
In this game I have currently come to lean towards that there are no silver bullets, so whichever heating method allows you to get it accomplished day in and day out, well then, that’s the way.
Sometimes I don’t have time for heat.

If you time it, then time it consistently.
You can jelq between degrees of erection, just control the pressure through both lateral motion and squeeze. The greater the EQ, then back off of the squeeze(pressure)and lateral motion. Less lateral motion, then add a little more squeeze. It’s dynamic and one must be sensitive to their own unique physical response.
Be safe and also work to develop erection control, this is a component of PE that comes in time.
Relative to your question; do what you can because it all adds up. If you can jelq at an 80% erection continuous, then do so, if you can’t, then practice makes perfect.

So much and others will provide all of their love to this end.
One thought that I have is; when it is time to perform, do so without shame:-)

Go with your gut and error on the side of safety.
