You might try a program of high angle weights or ADS coupled with Pumping or Clamp.
Pumping and Clamp sound more like “girth” related, but keep in mind “girth” gains almost always bring in some length gains.

This would be similar to doing 1-2 hrs of moderate-heavy weight work, followed by 4-8hrs of low tension ( 1-2lb ) ADS.
It seems that this does work, but it’s alot of work. Most will skimp on it, and the penis will retract after having the 1-2hrs of heavy load on it.
I’m also one for working the angles, so alternating girth with length, and breaking workouts into two sessions a day.
