Slight misinformation, why wouldn’t there be any hope after 19? It’s not like a magic transistor in your brain goes from Yay to Nope.
That said, you do make a good point. A lot depends on your stature and height as well: if you’re not overly tall 4” can be quite normal. If you have hypogonadism the symptoms are not very obvious: little body hair, difficulty to lose fat and gain muscle (definitely not the case with you) and most importantly, difficulty maintaining erections and/or ejaculating too quickly. Some people have small testicle size, but not all. If you feel you have one or more of these, a trip to doctor is definitely a good idea. A simple blood test could confirm it, and treatment is possible.

Klapcioszek, it takes a lot of guts to make a first post and the chance of you having hypogonadism vs. being on the lower end of the “normal deviation” when it comes to penis size is small.
And, Klapcioszek, if you want to try PE it’s always worthwhile. Just follow the beginners routine. Get that awesome body, and get another, better girl! And even more importantly, good luck with your exams!
