New start.....need some help

I haven’t posted in quite a while but I have stopped by to see what’s new whenever I get a chance. I have been trying to really get going on this PE thing and just when I get going, I have an interruption. It kills me because the motivation is there by all means, but with an inconsistant schedule comes an inconsistant routine. Im trying to hold down 2 jobs (1 part time which involves traveling) It’s tough to find a set time to do the exercises since I keep getting a different schedule each week, not to mention any spare time I have I really just want to sleep. However, in a week I will be going back to school and taking a few courses so I’m cutting back on some work. I’m sure this will open up some free time. Having said that I want to start again but I need to refocus and get some facts straight.
1. When I first started I somewhat ignored the whole LOT threory, how important and true is this? I ask because sadly I have an extremely low LOT. Somewhere between 6-7 if not completely at six. My question is does this mean I will have a hard time making gains? And is stretching downward pointless? From what I understand I should stretch up, and even that will be hard to produce any gains.
2. At 6.5” BPEL x 5” girth, my main goal is girth (though I’d obviously LOVE an inch or two of length). Does this mean I can focus mainly on that? I really want to clamp and even though im not completely new to the whole PE thing, being inconsistant I’m not sure I’m ready for that. Should I just wait or can I proceed at a slow pace?
3. My girth is 5” but it is only 4.5” at the base, giving me that baseball bat look. first, apart from clamping what’s the best way to increase base girth? I heard hanging but I don’t really want to try that at this point. Secondly, I don’t know if it’s just me but jelquing seems harded because my base girth is smaller than the rest of my penis. I can’t really describe it but it seems that when I jelq there isn’t really any blood being pushed to the rest of my penis since there isn’t much at the base. How do I deal with this?
4. Finally, though my main goal is girth I’ve read that working on length first is the best way to optimize girth gains. So should I concentrate on length for now? If yes, what should I do? (seeing as I have a low LOT)
As I said I have been at this for a while and even with inconsistancy I have experienced some positive results. My flaccid hang is MUCH better. Now I hope with the right direction I want to start getting those erect gains.
