It’s very hard to give you any advice when the information you provide is so minimal but here goes.
If you aren’t applying heat, start doing that, through your entire routine. Add jelqing to your routine. It helps to stress the penis in multiple directions.
Try hanging SD and increasing the weight at a reasonable pace over time.
Fatigue isn’t a requirement for growth but if you aren’t getting growth then something needs to change.
If increasing weight doesn’t help try hanging with a fulcrum. Fulcrums reposition the stress and attack the tunica more. Yes this is ignoring the potential of ligaments but you’ve tried that already.
Take really good measurements and change tack after a month or at most two of no growth. If you see minor growth within a month continue on that path and consider how you could improve it.
If none of that helps try taking a long break and starting back with manual exercises.
