Not a newbie.. but a newbie jelq question

I’ve jelqed for about a year or so, and I don’t know why this question hasn’t occurred to me before:

People on the boards often say it’s optimal to jelq at 70-80% erect.

Is this 70-80% erect before the OK grip, or after?
