Penis Extender Device or Jelqing

I have read the topics of Jelqing, but I am having a hard time finding the correct methods as I am new here and that does sound interesting to enlarge the penis, but I am wondering if any of you know which Penis Extender device is best and if they work and if the results are permanent for Jelqing/Extenders. Which is better the Jelqing method or the extender devices? Can someone help me out with these questions?
