That sounds like an exercise which has a variety of names (I like “Wally Wally Up” best).
It is, essentially, a Kegel (as westla said) that is done with an erection against resistance.
I used to do a variation of this draping my heat pad, which weighs about a pound, over Mr. Happy and doing three sets of ten. Some recommend a wet towel. I liked it, and I did notice positive benefits from it.
Nowadays, I typically do regular Kegels (without an erection) during my commute, or whenever I remember. I find this is a better approach for me.
But whatever works. What’s important is that you do some Kegels every day. It’s just a good practice.
