Turkey neck? How do I prevent and fix it?

PE newbie here. I read somewhere about “turkey neck”. An issue that people will tend to face when growing in size. Now I don’t want this, and for that matter, I don’t think anybody wants it. I noticed that since gaining, ~.3-.4 inches, I notice a small amount of turkey neck, nothing major, like it doesn’t go halfway up my penis, or even a third for that matter. Yet it’s starting and on my PE journey, I’d like to continue growing without having to deal with it, and for that matter, having surgery after I’ve reached my goals to remove this turkey neck. So how does one go about preventing and fixing this? I read that if done incorrectly, it will worsen and I want to avoid that.

So could someone give me an idea of why it occurs. How to prevent and how to fix?
I read that there are some stretches that I can do, but I am unsure of what I stretch and what I should avoid stretching.

Trying to fine tune a routine and get some gains without getting dealing with this annoyance.

Also if you are going to give me advice, please give me sound advice. It would be preferable if you had also faced it and figured out how to reduce it.
