440s grow the CC or is it only fluid build up?

Do the Horse440s develop the CC or is the pump only temporary fluid buildup between the tunica and skin ?

They definitely stretch the CC. When I do them I kegel in as much extra blood as possible before the applying the base tourniquet fully to the extent that I cannot put enough pressure on the glans to entirely exclude blood. That seems to help the stretching properties and put less pressure on external veins. I still find I do get a bit of extra fluid which disappears in the hot wrap cool down.
