It’s like any other muscle. Nothing mysterious about it. Overdoing it will significantly affect your EQ. The best way to experiment with kegels is when you’re on a long break from PE. You’ll see that when you do just enough kegels, you have better morning/night erections, you last longer and you have more intense orgasms. When you overdo it, you’ll have no morning/night erections.
When you’re doing PE exercises and kegels, then it’s harder to determine which is affecting your EQ (positively or negatively). I would just play it safe and kegel 3 days a week, starting off with very few sets/reps and slowly add sets/reps each week. For instance:
1st Week: 3 days x 2 sets x 10 reps
2nd Week: 3 days x 2 sets x 12 reps
3rd Week: 3 days x 3 sets x 10 reps

To some folks this might seem very conservative, but I strongly feel in the long run it’s the best way to build a strong BC muscle. Also it leaves room for sex/masturbation which also exercises the BC muscle.
