That being said I do agree with you, it would be highly beneficial to to be skilled in Tantra and I am currently working my way through the “Multi Orgasmic Man” to improve my own experience and performance.
But when it comes to experiences, dependency should never be the aim (or result) only experience, also health is very subjective and current medical research is showing happiness to be one of the key factors in overall health. So if you relax with a joint every now and again or every day for that matter who’s to say you are any less healthy than an non-smoker with an angry disposition.
With regard to the legality issue, I guess it depends on which country you live in and also whether or not it is my right as a human being (like everyone else) being able to do what ever I want as long as it doesn’t endanger or hurt anyone else around me; so much for freedom!
