I piss with Pe weights on. And this involves me using a silicone wrap attached to my glands holding the actual weight on. When i get it just right its almost as if I have nothing on.

Yes, kegels exercise the muscle (the BC or bulbocavernosus) that makes that last bit of urine squirt out (and the same muscle makes your cum shoot in spurts). It does surround the urethra, but is oriented to force urine out, not back in.

The urinary bladder has a sphincter muscle that is closed in the resting position and opens when you release urine. Stopping urine flow is done by simply letting the sphincter close by itself. Any “forced” stopping of urine is just contracting the BC and that won’t push urine back into the bladder.
