Penis tissue is very strong and is not supposed to grow. The same effort with an earlobe would be easier.
I gained easier when I added helicopter stretches in pauses between extending sets. Extending on its own is rather one dimensional.
If you track a measurement regarding length daily I would do BPFSL where for most gains show up first. After some hours of extending you sometime can see some at least temporary increase.
In any case you want some sort of progression with extending. Stretching further,.. adding bars,..
