For those that gain after a considerable rest, I believe it has to do with erection strength. IOW, their penis becomes so fatigued, that it affects their erection. With rest, things return to normal, blood flow increases, and the ruler is able to measure the advancement made while under fatigue.
I am not against rest. I just think there should be a reason when you do it. The idea behind hanging or stretching is traction. The longer spent in the extended state, and the further the extension, within reason, the more the tissues will be changed.

What is perfect for one guy will really screw up another guy, and have no affect on a third guy. Work up to the maximum time you have available for hanging, and then slowly move up in weight until you reach your max weight. That is the easiest way to put it.
