Considering pumping - sensitive unit

I have explored many avenues of P.E. To date, and have had little success due to various limitations. The first being that I am uncut. This has made hanging particularly difficult. I have experimented with both the bib and vacuum hangers, ,with little success. The second hurdle I have encountered is that I have a particularly sensitive member in terms of inflammation and blisters. Even jelqing moderately for a minimal number of strokes will give me noticeable lymphatic fluid buildup. Even worse is that I often experience a mild degree of ED in the days following manual exercises. I attribute this to sensitive smooth muscle tissue - but this is a wild guess (please correct me if you feel this is wrong)!
The question I would like to ponder in this post is: Given that I am susceptible to fluid buildup, would mild-moderate pumping be a bad option to entertain? My current thinking is that the friction against smooth muscle tissue was the cause of my fluid buildup.
