What exactly happens if you get water on or submerge a brake bleeder pump? Does the whole mechanism get ruined or just the gauge?

If you get water into the pump, you an ruin it, the hose and the cylinder will be fine. Just use the overflow cup that comes with it (harbor freight) and you can avoid that.
