I want to gain as much girth as possible in the shortest amount of time. :)

I am thinking a bunch of 10-minute pumping sessions throughout the day? At 4-5 HG?

It’s probably best to do just one PE session per day. But do three 10 minute pump sets at 4-5 inhg with a 5 minute jelq in between pump sets. After the final pump set finish with a cock ring and 15 minute erect massage. At this point, your cock will be at it’s max girth for the day. But for now, this workout once a day is plenty.

The problem with just doing one 10 minute set several times a day, but spread out, is that one 10 minute set is not long enough to bring you up to full girth expansion. That is why doing 3 pump sets in a row is better as you reach your full girth potential.

Is there a similar regimen to follow for length gains?

i.e. hanging weights after (3) 10-minute pumping sessions throughout the day in lieu of jelqing in between sets?
