What's the benefit of pumping over other PE techniques?

I’ve just begun PE, doing mainly Bib hanging and dry jelqing, throwing in some Uli’s from time to time and will incorporate Horses and Erect Bends once I’ve got more experience.
I read avocet8’s excellent 101 thread but I’ve still got some questions:
Q1 What’s benefit of pumping over other PE techniques? Why should I incorporate it in my routine? Can it accelerate gains?
Q2 Are most gains really only temporary? Why aren’t they permanent like for the other techniques? And to what extent can they be made permanent?
Q3 Is pumping more a benefit to length or girth gains?
I’m just starting and my size is 5.9 x 4.6 (EBPL x EG). I feel most inadequate about girth at the moment, so if pumping can make me gain some quickly that would be a good idea. Over time, I want to build up length as well, of course.
7x5.5 would be an excellent size for me. Do you think I can achieve it?
