Hi, I really need help to identify the thing on my cock

It looks as a “tube” under the skin just behind the glans (5 mm from head/glans), that goes around the penis, it’s just noticeable from the top (there is not such thing under my dick (where the string is))

I first noticed it this week (3rd week) while stretching and I thought then it was just a vain, because my veins on my cock looks quite monstrous now.
