The first person he should see is a urologist. If a venous leak is confirmed then he needs to research his treatment options, be it chemical, surgical or physical.
Options include cockrings, VED and cockrings, pde5 inhibitors (can work wonders for minor venous leakage), vein embolization by an interventional radiologist, or worst case scenario an inflatable implant (very very doubtful you would need this).
Go to a urologist and confirm that this is not all in your head. Also there are many other causes of VED that don’t involve venous leakage, the vast majority of which are treatable.
OR you could not go see a urologist, and instead bitch and moan and cry about a problem you may not even have.
