Too many variables to say which is "best".

Each one has advantages over the other, its down to personal preference really.

A combination of both.

Dry. If you doubt it jelq dry, it is easier to do than wet.

In theory, yes. In practise, no.

Some guys have tighter skin, less skin, etc, that causes problems whilst dry jelqing, meaning wet jelqs are easier for them.

Most guys will find it easier to jelq dry because it is less messy. But you described the exceptions perfectly.
