I do not think you are going to get any solid answer on this question, but I will try.
In my experience the corpus spongiosum is much harder to work out because it is attatched to the glans. When working out the penis, the blood in the CS expands to the head, blowing it up like a balloon. Once the pressure is released, the blood in the head goes back to normal much quicker then the blood in the CC. This is due to the type of tissue the head of the penis is made of (it is much easier to expand and condense, therefore harder to permanently expand).
I just thought of an idea to work out ONLY THE CS.
This might work.
Try creating a light tourniqet grip at the base of your penis with one hand.
With your other hand, use your index finger and your thumb to lightly jelq the CS.
the tips of your index finger and your thumb should be facing you while your are jelqing the CS only.
This might be hard to understand so if you are confused, go ahead and ask.
Try this for 5 minutes a day for a few weeks and I think you will have some positive results.
