Explain ballooning to me please

Iv been trying to search for it, and when I do (on this site and over the internet) there seems to be contradicting techniques. So if anybody knows more than, “it’s like edging, but you can’t cum at the end” please do explain. So if anybody can explain the technique step by step or point me to a direction where it is, please do so.
