80% is the highest erection level you can ever jelq at reasonably safely, but as the erection level increases, the force of jelqs has to decrease. So at 80% you should be jelqing quite lightly.
Almost all newbies jelq too hard; jelqing is about creating a wave of blood pressure in front of your hand that causes the penis to gently expand. Because the action is repeated many times, the tissues learn to adapt to the expansion.
Jelqing is not like doing an Uli or clamping; they produce totally different feelings and work the tissues a very different way. Ulis and clamping are not suitable for newbies (or for vets if they have had a break from PE). It should never feel as if your penis is under very high pressure when jelqing.
Maroshk, give your penis more recovery time, and give it the warm (not hot) wraps and very gentle massage. The penis is very resilient, and unless you were extremely rough on it, it should steadily recover.
