Yes this is normal. You cannot stop it fully, but there are ways to minimize it. Try wet jeqling.
Also, when you stretch, try to grab closer to the base, so you are not pulling as much skin.

This depends on what you mean:
Overall sex performance? - Yes/No. It really depends on how intense your jelqing session was. In the begginning, it might give you a slightly weaker erection if your jelqing session was intense. But as time goes on, and you become more experienced, your erections will become stronger, and jelqing will have very little impact. Jelqing is very healthy for the penis, and in the long run will be the best thing for you. Your erections will make you feel like you are a teenager again.
Overall growth performance? - Again, Yes/No. I am currently conducting a survey which is testing for this. Many people say that ejaculating within a short period of time after you exercise/jelq reduces your gains. Some support this theory, some are against it. Really, it might affect it minimally, but not A LOT, at least in the begginning. In the beginning you will experience newbie gains, which will probably overcome any loss gains that ejaculating might cause.
