PE First
The statistics suggest that those that do not Jack-off and ejaculate, tend to grow better. That is what the data says … but I have never heard a reason why this seems to be the case and I question whether or not the relationship is causual.
Personally, I end up wanking fairly frequently as well. The important bit is that you maintain as much consistency with your PE program as you can.
So here is what I do. If I feel like having a wank … I tell myself that I have to “earn” it. I have to complete “X” minutes of jelqes and/or “Y” minutes of manual stretches FIRST and then I am allowed to squeeze on off. It doesn’t always work … but that is what I tell myself
