Yes.

gradually increase the jelq to 30 min over several weeks.
gradually invrease the stretches to 20 min over several weeks.
after that continue until you don’t see gains any more then consider changing the routine.

I gained 1” length in 8 weeks.
In total I have gained nearly 2” in erect length and 5/8” in erect girth in 14 months (2-3 of these months I was not actively doing pe).
I still use the same routine:
20 min stretch, 30-40 min jelq at 70% (give or take) using 3 sec strokes. I do 3 on 1 off 2 on 1 off (total 5/7 days)

some say jelqing “against the curve helps. I cant say It made any real difference in my case.
