Not sure if I should start again.

I have been doing PE for a total of around 1,5-2 years, with a few breaks in between. Last time I did something was around 6 months ago. I made what I would call marginal gains which now seem to have almost vanished. Was basically doing stretching and jelqing once daily with an off day like every 5 days or so.
Why I stopped is that I noticed some lowered EQ, and reading about venous leak/hard flaccid and all sorts of horrible things that can happen to a man. I don’t know if it also biased me a little bit, but all in all I kind of freaked and don’t know if I should get back into it. My EQ is back to 100% now. In general I‘m more or less happy about my size (BPEL: 19 cm, EG: 13 cm) even though like all of you, a bit more wouldn‘t hurt ;) I‘d be the happiest man ever with like an inch more in length and a third to max. A half an inch in girth (even though I know that half an inch is a bit unrealistic).
So I‘d be glad for some advice since I‘m really not sure if I should start again or not. Although I read that only a small percentage of men are prone to venous leak, I believe that it may happen to all of us, to a higher or lower extent. For sure, if you do the exercises wrong with jelqing too hard you increase the risk, but if you look at it from a physiological point of view increasing pressure in your dick is not the healthiest thing you could do to it.
So please guys, help me out here. Is a third of a inch in girth really worth a (quite real) risk of losing potency to some extent? I know it may sound a bit paranoid and I know that every man makes the decision for himself. But I just need some opinions so I can make a fully rational and good choice.
