I’m not sure what the name of the exercise you’re performing is, but I would be careful continuing it. The problem with backwards (reverse) jelqing is that you might enhance your penile drainage system, which could lead to erectile dysfunction. If you’re going to continue this exercise, make sure you clamp off the outflow of blood significantly. However, I personally would advise against it all together. There are plenty of other ways to increase base girth.
It sounds like your skin is traveling with your jelq stroke. One way to work around that is by performing wet jelqs. Use some vaseline, baby oil, or KY to create a slick surface that your hand can slide over. You will still be able to grip tight enough to engorge your dick, while at the same time keeping your skin in place. While performing wet jelqs, it also helps to use your non-jelqing hand to hold back the shaft skin at the base.

I had this problem when I first started jelqing. It seemed like I couldn’t go 5 minutes without popping full wood. The best way to get over this is practice, practice, practice. You just gotta be patient and let the erection subside every time throughout your session. After awhile your mind will be able to differentiate between the sensation of jelqing and masturbation (sex) which will allow you to maintain the 60-80% erection for prolonged periods of time.
