If I press it down really hard I get to maybe 80 degrees. So all I want to be able to point it down to at least 90 degree without much effort - don’t really care where it points when I’m not pressing on it. Of course those two things may be related.

I attribute my lower erection angle to straight down totally flaccid stretches.
My erection angle prior to PE was a bit above 90 degrees, maybe another 20-30 degrees above horizontal when I’m standing, and now it’s about 20-30 degrees below horizontal.
I think you should be able to get to where you want using manual stretches over a few months, but I think heat + holding the stretch longer than 30 seconds is key in order to permanently lengthen the ligaments.
I strongly caution you to go too far, as it’s irreversible, and I think there is definitely a sexual benefit to having an erection angle higher than 90 degrees, especially combined with an upward curve, as long as it’s not uncomfortable in the sexual positions you enjoy.

Unlike enlarging the other tissues of the penis, lengthening ligaments is an established science that has been in practice for a long long time. The medical community understands the mechanism behind stretching and permanently lengthening ligaments. The same can NOT be said about any of the other penis tissues, even though we have a lot of anecdotal evidence of that on these forums.
