Perun980, I assume you are talking about your foreskin? There are really three ways about it that I can say
1: Gentle stretching exercises. In a warm/hot bath, soak for a while, jack off a little and with an erect penis slowly pull the foreskin further and further back. Might sting a little but when it gets too much, bunch it all up again over the glans, give it a moment and try again. It might take a few tries over the space of a few weeks, but it can and will work. This is what I did anyway, and is in my opinion the best option. When you finally get it all the way back, you may have a lot of yellow smelly nastiness behind the head, its called smegma and will wash off just fine, don’t worry about it.
2: Circumcision. This is a type of surgery to remove this “Excess skin” you are referring to.
3: Just leave it. If its not causing any harm, why not just leave it be.
To answer “why it’s happening” is probably just because you have a tight foreskin. A condition called phimosis perhaps if it was once retractable? Who’s to say. If it was never retracted at any point in your life then it’s just a tight foreskin. Mine was like this too, its natural so don’t worry about it, its not a disease or anything and will retract with time, patience and care.
