Bad in what way? It doesn’t have to stop you from jelqing.
I have a turkey neck and I slightly modify my grip on jelqs. Rather than have a “complete” OK grip around shaft when I start at the base I use more of a “webbing” of the thumb and index finger. I have no problem with this grip and can get a very strong jelq from it. (I wet jelq)
Though I have to say on some days the muscles in these areas get really fatigued with this grip, but not always. When they do I just give them a 1 minute rest and they are usually ready to go again.
As far as being uncut I don’t know, but I think I’ve read other guys posts who say they have no problem.
