Well, as to whether the data we look at is flawed, lots of sex therapists etc believe it is flawed. They thing the reported averages in the studies are LARGER than actual average. Because of self-selection bias:

Before you reach for the tape measure, it’s worth knowing that most sex researchers and therapists don’t trust these figures.
The reason? They’re based on measurements from laboratory studies where men knew they were participating in research to see how their knobs measured up.
This means guys who were worried about size were less likely to participate, whilst guys who thought they had big schlongs were more than happy to waggle them under researchers noses.
So most researchers, therapists and doctors suspect the ‘average’ penis size figures obtained in research (and widely quoted) are at least an inch larger than they should be. This is because research on penis size is skewed in favour of men who are happy to be measured.

As to whether the women were wrong or lying in that poll:
I would say the general consensus here is that most women are poor at guesstimating size. Of course there are many exceptions - women who have a more scientific bent or work in a field that involves measurement are much better.
There are lots of threads about this on thunders, and there is more than one guy with 7inch length whose girlfriend told him that he was 9inches.
Another thing that factors into it - contradictory measurement methodology. Size studies measure ruler on top, from base to tip. That is how we measure at thunders. But women see your penis and guesstimate size from multiple views - visible penis from side, visible penis from bottom, as well as visible penis from the top. When I measure my visible penis from the side, I get almost 8".
I tried to visit that survey, but the first thing it asked me to do was "disable safe mode". So got out of it quick.
I ass-ume it is an internet poll. Internet polls are notoriously unreliable.
For for the reasons above, if I am going to go from anecdotal evidence, I am more likely to take the word of our gay and bisexual thunders members:

How many erect dicks do I think I’ve seen in the flesh? I don’t know, I’ve never kept count or even really thought about it much. If I said I’d seen 3 a year for the last 20 years, that would give a sample size similar to many of the surveys that get discussed here.

Looking at these results, I’d say although they vary, they are probably not far off. If that sounds ambiguous I’ll try to qualify it.

If you want my honest opinion on length taking in all the above points, I’ve seen lots of dicks that ‘appear’ to be around 5" to 6" long, most of the time. The same dicks at absolutely full arousal would appear 5.5" to 6.5". Bearing in mind that I have only ever slept with guys who were/are in pretty good shape, you could add another half inch or so on average for bone pressing, giving a bone pressed average length of 6" to 7". My variance of average here is one inch. What’s the distribution above and below this average? Check the Kinsey study in the above link. I’d have to say the percentages are as close to accurate as you will get.
Girth perception also varies a lot depending on the shape of the penis and the angle I am looking from. If someone has a wide dick, it looks girthy from the top or bottom. If someone has a deep dick it looks girthy from the side. If someone has a round dick it may be quite girthy but not really look thick from any angle. Dicks ‘feel’ much girthier in the hand when they are rock hard than when they are 90% hard, so again it is difficult to judge. All I can do is imagine what percentage of dicks have felt thicker or thinner than my own. My estimated guess at average girth would be 4.8". I would give a girth variance of 0.3" below and 0.4" above this figure for girths I would expect a guys dick is likely to be when I first see it, so anything from 4.5" to 5.2" would be fairly common. A little above or below these figures would not surprise me, but much outside them would.

As I said in my first post, I’m sure I’ve never seen a genuine 8" NBP dick. Maybe 10% of the dicks I’ve seen have been larger than I would have expected and 6-8% have been smaller. What I would ‘expect’ means neither particularly large nor particularly small, for the person it was attached to. That goes for length and girth.
Sorry I can’t be more scientifically accurate, but look at it this way…. If you had/have slept with ‘lots’ of women, you would be able to tell me what the typical size of breasts you had seen were, approximately. But you probably could not put numbers to how many were 36C, 38D, 32A, 42DD, 34B, 34C etc.
