Girth-exercises just before length-exercise counter-productive?

I would like to know if there is some kind of consensus about this topic or if it’s more like “do what feels better for you”. First I have to say that I always wait for the erection to totally subside after a girth workout before I do any length workout so this should bot be the topic. I go into the length workout flaccid with a limp one but there is just more blood in it and the tunica feels a bit “prepared”.
I like doing my jelqing before I stretch. The resistance of the penis is a little higher when I do the stretch then, yes, but I just pull a bit harder :) This version actually feels better then doing the warmup and then the stretch.
The jelqing before already bring the penis in an expanded state with a nice blood flow. Starting with stretching makes me feel that I pull some tough tissue and I think this makes the penis more prone to injury than starting with jelqing and doing the stretches afterwards.
But maybe I’m wrong. I’m interested in what brings the gains (especially length, but also some girth so it looks proportional) and not what feels good (as long as there is no injury).
Same for hanging: If I jelq wet, remove lube and hang then (waiting for the erection to totally subside) it feels better then if I didnt jelq before.
But is it effective?
So should the girth-exercises be done completely seperate from the length exercises?
My goal: from 11.9 cm NBPEL to 18 cm NBPEL (~7 ") ...now or never...!!!! after 5 weeks(and a long break): 12.5 cm NBPEL
