How do you increase Girth at base?

This is my first thread here.
Does anyone have a special method to increase girth at base?
When erect, my unit has a much lower girth at the base than at mid-shaft or glans. It is a bit out of proportion when erect.
I already have a low erection angle, between 7 and 8 o’clock i.e about 45 deg. actually sometimes less.
I suppose increasing the length and girth through my PE routine without considering the base will worsen the erection angle. Apart from that, I would like to have it cylindrical as much as possible - not conical.
Can anyone help ? Thank you in advance.
FYI: Presently I am doing a modified Newbie Routine.
