I believe you are feeling both the ligaments and the septum. At least that is what it sounds like. If they feel like they run up to the pubic bone, that is your ligaments. They join the tunica at the point that divides the two CCs (the septum), so it just feels like the whole structure runs all the way to the glans.

Given that it is indeed the septum which you are referring to, yes it is worth doing some isolated stretching if you feel it is hindering your gains (IE, it is under a lot of tension when you are stretching). If it doesn’t feel like it is taking all of the tension, then you probably don’t have to worry about it as it will stretch with the rest of your tunica.

When your LOT is 6, it is recommended that you don’t hang straight down so that you are not dividing the force between your ligaments (which will still be pulled, but there is no sense in stretching them as it will not give you any gains … there is no internal penis being held in by the ligaments) and the tunica. The tunica is indeed being stretched if you hang downwards with a LOT of 6, but the force is divided between the ligaments and the shaft with the ligaments taking a good deal of the tension away from the shaft. Thus, it is much more efficient if you do not hang SD or BTC.
You will know for sure that you are stretching the shaft itself when you hang SO if your LOT is below 9. You can feel the tension in the internal anchor points of the penis.
