That’s called a silicone toilet valve gasket. It is designed to work with toilets in Canada (and perhaps other places). As far as I can tell, it is uses metric sizing, and won’t fit any American toilet that I know of.
You might be able to get it from a Canadian hardware store, and have it shipped.

Comfortable, remains in place and easy to put on and remove.
