You might try very light slinkys and ballooning to begin with— not for girth but purely with a view to conditioning for clamping (but these also carry some risk for an unconditioned unit)
As for clamping, most experienced members would recommend the newbie routine before trying any clamping, especially jelqing to condition the penis for clamping. However, if you want to avoid all possible length gains jelqing might not be that great an idea.
I’ll probably get my head jumped on for suggesting this, but you might be able to get away with very light clamping just to begin with, to condition your member for heavier stuff later on (by ‘very light’ I mean only clamping so tight that it only remains engorged and under pressure from the clamp while your watching porn (and if you switched the porn off and turned your attention to other things it’d go flaccid). If you experiment with different light tightnesses you should be able to find that point— like a kind of assisted edging. Get erect and maybe clamp only to the first notch (if that’s too tight, use extra wrapping so that you can use the notch before that, but be careful— it’s no bullshit that you can injure yourself, and ultimately only you can be responible for your own health).
The second PE exercise I ever tried was suggested on a ‘penis enlargement through hypnosis’ CD. It was a kind of clamping that used a very thick small rubber band around the base of the penis. This was before I really knew anything about PE— I’d never jelqed or stretched or anything (the only thing vaguely PE-related I’d ever done was edging, but that was to prolong orgasm). The elastic band had more or less the same effect as clamping, with the big veinage and the stippling effect on the skin of the glans. I was an absolute total newbie when I did that and it didn’t really do me any harm (obviously having said that I have to say that everyone is different and you should approach the exercise with caution since even seasoned PEers sometimes get thrombosed veins etc.)
