I don’t see why it would- but since the vast majority of us are/ were well past puberty when we began PE, I don’t really know of any knowledge that we could look to either way.

At your age I believe that you can take advantage of nature by working your unit before puberty ends- I would:
1] wear loose underwear and pants- other than during vigorous sports let your shit hang out long and strong.
2] keep the junk warm, including bed fowfers- max out your plump-age at al times. The warmer the better- your unit should always feel loose and pliable.
3] stay with the newbie routine as long as you are responding- if it ain’t broke, don’t fix it.
4] do piss pulls whenever you piss, in addition to your routine.
If you feel a need to hang, follow the beginner’s hanging routine, remembering to err on the side of less than more. I believe that ADS is a force multiplier for hanging, so if you have the opportunity to hang early in your day then ADS, I’m thinking that’s your best option, and reserve the jelq for the end of your day, popping your unit into a fowfer position for your sleepy time.
